Really no cab available for a disabled person

I called to see how much it would cost fir a disabled person to go from Carlson Blvd to Marina Bay So. And Regatta When I told him i was disabled with a small dog on a leash he said they're were no cabs available in my area. And Gabe me this number 510 417-1000, which no one picked up
